WeinChinahaveidentifiedthegoalforthefirst20yearsofthiscentury.Thatistofirmlyseizetheimportantwindowofstrategicopportunitiestobuildamoderatelyprosperoussocietyofahigherstandardinanall-roundwayforthebenefitsofouroveronebillionpeople.By2020,wewillquadrupleChina''''sGDPof2000toapproximately4trillionUSdollarswithapercapitalevelofsome3,000USdollars,andfurtherdeveloptheeconomy,improvedemocracy,advancescienceandeducation,enrichculture,fostergreatersocialharmonyandupgradethetextureoflifeforthepeople.WearedeeplyawarethatChina,foraconsiderablylongperiodoftimetocome,willremainadevelopingcountry.Thepopulationfigureof1.3billionalonewillmakethefulfillmentoftheabovegoalaformidablechallenge,andwemustbepreparedforalonganduphilljourneyahead.Torealizethisgoal,wemustupholdthescientificapproachinachievingeconomicandsocialdevelopmentofthecountry.Wemustputthepeoplefirst,makingthefundamentalinterestsofthebroadestmassesofpeopleourpointofdepartureandendeavoringtosatisfytheirgrowingmaterialandculturalneedstopursuethecomprehensivedevelopmentofman.Wemustfocusoneconomicdevelopmentasourcentraltask,makingdevelopmentourtoppriorityandfacilitatingandall-roundprogressineconomic,politicalandculturalaspectsandinthebuildingofaharmonioussociety.Wemuststicktothedirectionofreformforasocialistmarketeconomy,stepupinstitutionalinnovation,deepenreformsaimedatgalvanizingcreativevitalityofsocietyandincreasetheinherentdynamicsforeconomicandsocialdevelopment.Wemustadheretoourbasicpolicyofopeningtotheoutsideworld,buildingamoreopenmarketplaceandallowingthecountrytoparticipatemorebroadlyininternationaleconomicandtechnologicalcooperationandcompetitionwithstillwiderandhigherdimensions.Wemustfollowanewcourseofindustrialization,endeavortooverhaultheeconomicstructure,quicklytransformthewaysofeconomicgrowthbyimprovingitsqualityandefficiency,vigorouslydevelopthecirculareconomyandbuildaresource-effectiveandenvironment-friendlysociety,thusblazingatrailofdevelopmentcharacterizedbyhigherproductivity,comfortablelifeforthepeopleandasustainableeco-system.Webelieve,aslongaswefirmlyfollowthepathofdevelopmentthatisconsistentwithChina''''snationalconditions,wewillbeabletorealizeourgoalandplayagreaterandmoreconstructiveroleinthepromotionofworldpeaceandcommondevelopment.

LadiesandGentlemen,

ChinaandtherestofAsiaandtheworldatlargearecloselyrelatedwhenitcomestodevelopment.AdevelopingChinawill,asalways,generatecooperationopportunitieswithwin-winresultsforothercountriesinAsiaandtheworldover.Bytheendof2004,Chinahadattractedatotalof562.1billionUSdollarsinFDI,approvedtheestablishmentinChinaofmorethan500,000foreign-fundedenterprisesandcreatedahugeimportmarketofsome560billionUSdollarsannually.Atpresent,mostcountriesandregionshavehadenterpriseswithinvestmentinChina,andover400firmsoutoftheFORTUNE500haveinvestedinChina.ThenumberofR&DcenterssetupbyforeigninvestorsinChinahasexceeded700.AsChinabecomesmoredeveloped,itscooperationwiththeothercountriesandtheircorporationsofvarioustypesisboundtoincreaseinscale.Chinawillkeepopeningupitsmarket,findnewwaysofusingforeigncapital,improveonlegislationsandregulationsforencouragingandprotectingforeigninvestors,revampforeigneconomicmanagement,stepupprotectionofintellectualpropertyrights,andworkstillhardertohelpforeigninvestorsandcreateanevenbetterenvironmentfortradeandeconomiccooperationbetweenChinaandtherestoftheworld.

在2005年北京《財富》全球論壇開幕式上的演講

尊敬的帕森斯先生，

尊敬的各位嘉賓，

女士們，先生們：

晚上好！在這個美好的夜晚，我很高興同大家在這里相聚，參加2005年北京《財富》全球論壇的開幕式。

首先，我謹代表中國政府，并以我個人的名義，對各位朋友的到來表示誠摯的歡迎！向論壇主辦方美國時代華納集團表示衷心的祝賀！

這次論壇確定以“中國和新的亞洲世紀”為主題，充分表達了大家對中國和亞洲發展前景的關注，表達了大家對中國及亞洲公務員之家版權所有的發展對全球經濟增長所發揮的作用的關注。這也充分說明，在經濟全球化趨勢深入發展的條件下，中國及亞洲的發展正在成為世界經濟發展新的推動力量，世界經濟發展也將給中國及亞洲的發展帶來新的重要機遇。世界各國經濟互利合作、相互依存的加深，必將給全球經濟增長創造更加美好的前景。

女士們、先生們！

中國是一個有著五千多年悠久歷史的文明古國。長期以來，中國人民以自己的勤勞智慧創造了燦爛的中華文明，為人類文明進步作出了重大貢獻。北京就是一座有3000多年悠久歷史的文明古城，800多年前北京開始建都。離今晚會場人民大會堂不遠的地方，就是舉世聞名的故宮。故宮始建于600年前，是世界上現存最大最完整的古代宮殿建筑群。從歷史悠久的北京和建筑精美的故宮這些縮影中，人們就能夠生動地感受到中華文明源遠流長、博大精深的深厚底蘊，感受到中華民族自強不息、頑強奮進的壯闊歷程。

19世紀中葉以后，由于列強的野蠻侵略和封建統治的腐敗無能，中華民族陷入了喪權辱國、民不聊生的悲慘境地。面對內憂外患，中國人民不懈抗爭，終于在中國共產黨領導下建立了新中國。新中國建立以來，特別是1978年實行鄧小平先生倡導的改革開放政策以來，中國發生了前所未有的深刻變革。從1978年到2004年的26年間，中國國內生產總值從1473億美元增長到16494億美元，年均增長9．4％；進出口總額從206億美元增長到11548億美元，年均增長超過16％；國家外匯儲備從1．67億美元增長到6099億美元；農村貧困人口由2．5億人減少到2600萬人。中國的綜合國力顯著增強，人民生活不斷改善。中國人民在繼承和發揚古老文明的基礎上創造了新的歷史。現在，13億中國人民正萬眾一心地在中國特色社會主義道路上開拓前進。

中國已經明確了本世紀頭20年的奮斗目標，這就是緊緊抓住重要戰略機遇期，全面建設惠及十幾億人口的更高水平的小康社會，到2020年實現國內生產總值比2000年翻兩番，達到40000億美元左右，人均國內生產總值達到3000美元左右，使經濟更加發展、民主更加健全、科教更加進步、文化更加繁榮、社會更加和諧、人民生活更加殷實。我們深知，中國在相當長時期內仍然是發展中國家，從中國有13億人口的國情出發，實現這個奮斗目標是很不容易的，需要我們繼續進行長期的艱苦奮斗。

為了實現這個目標，我們將堅持以科學發展觀統領經濟社會發展全局。我們將堅持以人為本，從最廣大人民的根本利益出發，不斷滿足人民群眾日益增長的物質文化需求，努力促進人的全面發展。我們將堅持以經濟建設為中心，把發展作為第一要務，推動經濟建設、政治建設、文化建設與和諧社會建設全面發展。我們將堅持社會主義市場經濟的改革方向，進一步推動制度創新，不斷深化改革，激發全社會的創造活力，增強經濟社會發展的內在動力。我們將堅持對外開放的基本國策，建立更加開放的市場體系，在更大范圍、更廣領域、更高層次上參與國際經濟技術合作和競爭。我們將堅持走新型工業化道路，著力調整經濟結構和加快轉變經濟增長方式，提高經濟增長的質量和效益，大力發展循環經濟，建設資源節約型、環境友好型社會，走生產發展、生活富裕、生態良好的文明發展道路。我們相信，只要堅定不移地走符合中國國情的發展道路，我們就一定能夠實現既定的奮斗目標，為維護世界和平、促進共同發展發揮更大的建設性作用。

女士們、先生們！

中國的發展同亞洲及世界的發展緊密相關。中國的發展已經并將繼續為亞洲及世界各國帶來合作共贏的機遇。截至2004年底，中國累計實際利用外商直接投資額達到5621億美元，批準外商投資企業50多萬個，并形成了年進口5600多公務員之家版權所有億美元的大市場。目前，絕大多數國家和地區都有企業來華投資，《財富》500強企業中已有400多家在華投資，外商投資在華設立的研發中心達700多家。隨著中國的不斷發展，中國同世界各國和各類企業的合作必將進一步擴大。中國將繼續穩步開放市場，創新引進外資的形式，完善有關鼓勵和保護外商投資的法律法規，改革涉外經濟管理體制，加強知識產權保護，努力為中國的對外經貿合作和外國來華投資提供一切便利，創造更好的環境。

女士們、先生們！

在座各位大企業的領導人，是國際經濟活動的重要參與者和推動者。長期以來，你們中的許多人及你們的企業，積極推動和開展同中國的經濟技術合作，為中國經濟的持續發展和中國有關產業技術水平的提高作出了重要貢獻。實踐證明，這種互利合作對雙方都有利。我們歡迎各位繼續擴大在中國的投資和貿易，加強同中國企業的經濟技術合作。我相信，你們一定能夠發揮各自的企業優勢和豐富的經營經驗，在推動國際經濟技術合作、促進地區及世界經濟發展方面發揮重要作用。讓我們攜手努力，為維護世界和平、促進共同發展作出更大的貢獻。
